苏华博士现任中国社会科学院美国研究所副研究员，研究领域为反垄断、竞争和贸易政策。曾兼任国家发改委汽车业反垄断指南和知识产权反垄断指南起草工作组成员；兼任中国汽车流通协会专家委员、E15 Initiative竞争政策专家组成员；斯坦福法学院访问学者（2017年至2018年）。多次为中国反垄断执法机构有关汽车、药品、医疗器械、信息技术、智能手机、电力、航运等行业反垄断调查提供专家意见。加入美国研究所之前，先后任职于经济合作与发展组织、富而德律师事务所、中国社会科学院法学研究所。获郑州大学法学学士、都柏林大学商法学硕士、伦敦大学玛丽女王学院法学博士学位，1999年取得中国律师资格。著有《汽车市场反垄断研究——中国、欧盟、美国的比较》（中国政法大学出版社2017年版，获第七届“薛暮桥价格研究奖”），《分销行为的反垄断规制》（法律出版社2012年版），Competition Law in China (Kluwer Law International 2011, 2014) (2nd author)。多篇论文发表于《竞争政策研究》、《国际经济合作》、《中国价格监管与反垄断》，《中国物价》，The Design of Competition Law Institutions: Global Norms, Local Choices (Oxford University Press, 2013), The Goals of Competition Law (Edward Elgar, 2012) 等期刊与文集。

Dr Jessica Su is Associate Professor specialized in antitrust, competition and trade policies at the Institute of American Studies, Chinese Academy of Social Sciences (CASS). She is a member of the Expert Committee of China Automobile Dealers Association (CADA), member of the E15 Initiative Expert Group on Competition Policy, and visiting scholar at the Stanford Law School (2017-2018). Dr Su has been involved in the drafting of implementing regulations of China’s Anti-Monopoly law (AML) and specific cases of the AML enforcement in automobile, ICT, pharmaceutical, medical device, electricity and shipping sectors. Prior to her current positions, Dr Su was a postdoctoral fellow at the Institute of Law of CASS, a senior consultant at Freshfields Bruckhaus Deringer LLP, and a consultant at the Organisation for Economic Co-operation and Development (OECD). Dr Su holds an LLB from Zhengzhou University, an LLM with distinction from University College Dublin, and a PhD in law from Queen Mary, University of London. Dr Su qualified to practice law in China in 1999. She is the author of 《汽车市场反垄断研究：中国、欧盟、美国的比较》(Antitrust Issues in the Automobile Market: China, EU and USA Compared, Press of the China University of Political Science and Law 2017); Competition Law in China, 2nd author, Kluwer Law International 2011 and 2014; and《分销行为的反垄断规制》(Antitrust Scrutiny of Distribution Practices, Law Press China 2012).
